Jim Hendricks, chief administrative officer for the City of Kimberley, provided council with an overview of the city’s Corporate Strategic Plan 2023-2026 at their meeting on Monday, Feb. 9.

The plan was developed by council shortly after the first year of the term and serves to guide Kimberley by establishing a shared vision and key goals to support decision‑making and set the tone for the organization throughout the term.

”It’s hard to believe, but we’re in the last year of this council’s term,” Hendricks said. “So, we’re starting to think about things like the election, obviously, newly-elected official training, and following that strategic planning.

“We thought this would be a good opportunity to provide a bit of an update on the progress that’s been made towards achieving the strategic priorities that were laid out in the strategic plan that was approved by council in 2024.”

When the plan was established in December 2023, council identified six strategic priorities: infrastructure renewal, financial accountability, environmental stewardship, inclusivity and civility, economic resiliency and risk management.

Hendricks touched on a few highlights from the plan. Regarding infrastructure renewal, Kimberley has invested nearly $22 million in the plan’s first three years, with another $18 million planned for investment in 2026 for the renewal and repair of infrastructure.

For financial accountability, Hendricks said the city was successful in investing $81 million in grants, with the effort being pursuing grant opportunities to increase non-tax revenue. Around $66 million of that was related to the wastewater treatment plant project.

But even given that, it’s been a pretty successful period for grants,” Hendricks said. “Thanks in large part to [Pam Walsh] our manager of Community Development and Communications and the good work that that she does with senior staff to submit the applications.”

Touching on environmental stewardship, Hendricks highlighted the Active Transportation Network plan. Three significant projects have been completed relating to that, with the Rotary Drive project planned for this year, providing funding can be secured.

Regarding inclusivity, Hendricks said he feels there’s been a lot of good work in the past three years, and highlighted the Age Friendly Accessibility Plan, and with economic resiliency he touched on the application submitted last October to the Rural Economic Diversification and Infrastructure Program, which if successful, will be used to engage a consultant to undertake an economic capacity review.

Finally, on the point of risk management, Hendricks praised the good work done to improve cyber security and all the great work the IT department has put into place over the last three years to secure the corporations information.
