The Village Bar and 1879 Distilling Company, 12239-12247 Manchester Road in Des Peres, has received the go-ahead to sell its products off site.

In 2018, the Des Peres Board of Aldermen approved the request of Mark Disper, a member of BRH-LLC, which owns The Village Bar, to add a craft distillery in the existing barn on the property. The permit allowed the wholesaling of products produced on site and restricted revenues to less than the food/non-alcoholic beverages.

The distillery operates in the renovated historic barn. Since it began production, the Des Peres Department of Public Works has not received any complaints regarding odor, noise or other disruptions caused by its operation. 

In October 2024, Disper asked for a zoning amendment to allow the sale of distillery products off site. The planning and zoning committee approved the request and passed it on to the board of aldermen. The board on Jan. 27 voted to approve Disper’s request.

The amendment stipulates a maximum production volume of 20,000 proof gallons of spirits for any given 12-month period.

The Village Bar predates Des Peres’ incorporation in 1934. It started in 1872 as the area’s post office and general store, selling grain, food and liquor, among other items. The restaurant opened in 1890, and the barn was constructed in 1910.

Fencing On Corner Lots

Aldermen approved a zoning code amendment allowing 6-foot fences for residents living on the corner of a minor street and a major arterial or collector road. In this situation, a resident would have two “front yards.”

Last summer two residents living on corner lots adjacent to Ballas Road requested a variance allowing 6-foot fences along their second “front yard” bordering the arterial street. They cited increased noise, danger to children and pets, and decreased privacy caused by living adjacent to highly trafficked collector roads.

These arterial roads are Ballas, Barrett Station, Bopp, Des Peres, Dougherty Ferry, Lockett and Lindemann.

In the past 6-foot fences were only allowed in rear or side yards. Decorative fences of 3-foot high could be located on the front and “second front yard” of any corner lot.

Historically, fence regulations in Des Peres have been more restrictive in front yards, including corner lots with two front yards. The rationale was to maintain the community’s open aesthetic, especially in areas with expansive grassy lawns on corner lots.
